The plan mentions fewer outmigrating Chinook juveniles in 2010. If you had the funds (!) to come to Vashon and do some beach seining, you might discover something about the size/health of the juveniles. For instance, are Nisqually stock larger than other Chinook in the sample? Perhaps you have fewer numbers but greater survival at sea.
I’m no scientist, and I know funds are tight. But we have lots of shoreline preserves on Vashon (including two newly-conserved mile-long stretches of natural beach, one on each side). The Vashon Land Trust would love to partner — we’re willing to get wet and pull nets!
